Title of Paper: Inclusion of “Persons with Disabilities” (Pwds) in the Workforce: Perception of Stakeholders

Candice Barbara John is the IT Instructor at National Centre for Persons with Disabilities (NCPD) and the 1st Vice President of Persons Associated with Visual Impairment (PAVI).

Ms. John was recently awarded a Masters in Leadership in TVET and Workforce Development from the University of the West Indies, St. Augustine. 

Cariah Daniel

Research Associate in the Strategic Management and Execution Office, Ministry of Finance, Trinidad and Tobago.

Cariah Daniel possesses a Master of Arts degree in Leadership in TVET and Workforce Development from the University of the West Indies, St. Augustine. Ms. Daniel is also the holder of a Bachelor of Education degree in Technical Vocational Education and Training with a focus on Family and Consumer Sciences from the University of Trinidad and Tobago.

Carol Robertson

Director of Sales – Government, Enterprise and IT Solutions, C&W Business Jamaica

Carol Robertson is a results-driven professional with over 32 years of experience in Jamaica’s technology industry. During this time, she facilitated the sale of the first managed services contract in Jamaica with the, then, Ritz Carlton Hotel and has led the movement of payroll and general ledger systems from manual to computerised environments at several corporate entities. In her current role as Director of Sales – Government, Enterprise and IT Solutions at C&W Business Jamaica, she is responsible for enabling the technological development of Government and Enterprise organizations.

Robertson’s mission is to transform the Jamaican IT space with innovation using a consultative and strategic premier sales force. To this end, she developed and implemented the Customer Executive Exchange Program (CEE) and IT sales processes that are utilized by sales professionals across the region. Before joining C&W Business, she worked at Columbus Communications, Fujitsu Caribbean (Jamaica) Limited, Infotech Caribbean (Jamaica) Limited and Xerox Jamaica Limited.

Carol is an ordained Minister of Religion and the founder of the “Red Shoe Mission”, a mentorship programme that supports young women between the ages of 15 and 25. She is also a qualified sign language interpreter.

Devon Smith

Estate Manager (Acting), Estate Management Department | Manager of the Campus Projects Office, the University of the West Indies, Mona Campus

Presentation: “Leadership styles used by Facilities Managers to ensure business continuity during the COVID-19 Pandemic: A Case Study of an academic institution”.

Dr Devon Smith is the Estate Manager (Acting), Estate Management Department as well as the Manager of the Campus Projects Office, the University of the West Indies, Mona Campus. Dr Smith has been a Project Management practitioner for over 25 years specializing in Construction Project Management. He received a Bachelor of Science in Construction Engineer and Management from the University of Technology, a Masters of Business Administration from Manchester Business School, United Kingdom, and Doctor of Business Administration from Walden University. As part of his specialized development, he has completed and participated in many professional development courses in Contract Administration, procurement, mediation, negotiation and project management both local and overseas.

He is a member of the Grounds Building and Premises Committee, which is responsible for the infrastructure development on the campus. He is a past Chairman of the Technical Committee which is a subcommittee of the GBPC. He is past President of the UWI Pelican Cricket Club on the Mona Campus and the Senior [Staff] Common Room Club. As part of the UWI social responsibility, he worked with several stakeholders in August Town to develop the African Gardens Township development project. He is also a participant with the UWI Mentorship programme for the past 10 years.

He is currently a Board member of the United Way of Jamaica, Past Chairman of the Finance and Administration Committee and Chairman of the Property Management Committee, United Way of Jamaica. He currently serves on the Infrastructure Subcommittee of the Board, the University Hospital of the West Indies Board, as well as, a member of the Projects Subcommittee of Council, Caribbean Maritime University.

Ideozu Samuel

Paper Tittle: Digital Skills requirement for delivery of Technical Vocational Education and Training in a Pandemic in Universities in Rivers state Nigeria

Ideozu Samuel hails from Ahoada town in Ahoada East local Government area of Rivers state, Nigeria. He was born in March 10th, 1982 at Ahoada town, Rivers state and attended Baptist Primary and Nursary School Ahoada 1984-1987 and later proceeded to ST. Peter’s primary school Ahoada 1987-1993 and secondary education in Western Ahoada County High school Ahoada, Ahoada East Local government area and later proceeded for his first degree in Rivers state university of science and technology Port-Harcourt all in Rivers State Nigeria. He is both Britished and Nigerian trained Architect. He attended the university of Greenwich london from 2008-2009 where he obtain his masters degree in architecture and Rivers State University where he obtained His Masters degree in Technical and Vocational Education (Building Technology Option). He is current doing his PhD programme at Rivers State University on Technical and Vocational Education(Building Option).

He is a distinguished Scholar and dynamic researcher with numerous publications in both local and international journals.

He is a full member of Nigerian Institute of Architects, Associate member American institute of Architects and Associate member Canadian institute of Architects. He is also a Full Member of the Nigerian Association of teachers of technology and member of other professional bodies including; the International Research and Development Institute (IRDI-Research and Development Network.He is a Lecturer in the Department of Building at Federal College of Education (Technical), Omoku, Rivers state, Nigeria. He also served as a Cad-Technician/Pipeline designer in Zakhem Baywood joint venture Nigeria Plc Ogbo construction site, Ahoada, Ahoada East Local Government Area, Rivers state, Nigeria from 2011-2013. In recognition of his hard work and excellence, the Ahoada East local government Care-taker committee chairman under the chairmanship of Hon Britain Ewor appointed him as Advicer to the chairman on empowermemnt and revenue generation. Mr Ideozu Samuel is married and blessed with four children.

Jon Saleen Oliphant

Lecturer at the Bethlehem Moravian College, Malvern St. Elizabeth

Mr. Oliphant believes with integrity we must use our God given talents and gifts to change our world. Having earned Dip.Ed. Mico Teachers’ College, B.A. UWI/EMCVA and a candidate for the M.A Leadership in TVET and WFD at the University of the West Indies, Mona.

He is involved in project and supervisory management and is an active member of various professional organizations including being a Commissioned Officer, he serves on two JTA committees and is a member of the LASCO MoEYI Master Class.

An entrepreneur, photographer, sports and lifestyle enthusiast, he has earned various national awards and academic scholarships He desires to motivate and inspire others through creative innovations, digital imagery and visual arts. His mantra “Higher than the highest human thought can reach is God’s ideal for His children. Godliness—godlikeness—is the goal to be reached.”

Jonathan Ledger

Technical and Vocational Education and Training (TVET) Specialist, Department for International Trade - Education Team | British High Commission Barbados & Eastern Caribbean

The title of my presentation is: “Small change BIG impact through employer led high quality TVET.”

Brief synopsis: “This session will demonstrate how small changes in the approaches to technical and vocational education and training (TVET) can deliver significant business benefit to companies. It will also show how high quality TVET provision creates opportunities for lifelong learning and personal development for individuals of all ages. Through case studies, this session will draw on global experience to demonstrates that TVET is a fantastic first choice, every time choice.”

My biography: Jonathan is the global Technical and Vocational Education and Training (TVET) Specialist for the Department for International Trade Education team. Jonathan’s expertise is used to lead the development of international TVET opportunities for UK providers, developing the UK TVET export capacity, and promoting the UK’s capabilities in the sector. He works with Embassies and High Commissions to understand where opportunities exist and to explain how the UK is well qualified to be able to undertake the specific roles. Jonathan is a world-class skills practitioner delivering TVET solutions across the globe. Jonathan’s commercially focussed experience has been successfully demonstrated globally over 30 years in a broad range of industrial sectors. Being industry orientated, his highly contextualised methodology delivers local, regional and national impact and enables individuals to build skills that sustain long term employment.

Krystal Gayle-Fredankey

Certified educator, pursuing a Master of Arts Degree in Leadership in TVET and WFD at the University of the West Indies, Jamaica.

Over the past decade, Mrs. Krystal Gayle-Fredankey has had the opportunity to apply a broad range of teaching strategies, appropriate assessment methodologies and lesson adaptations. As a certified educator, Krystal is able to engage diverse groups of students with theory, practical activities and self-reflection opportunities. Her professional experience allows her students to become critical thinkers, responsible citizens and lifelong learners in an ever-changing environment.

Mrs. Gayle-Fredankey earned a Bachelors’ Degree of Education from the University of Technology, Jamaica. She is presently pursuing a Master of Arts Degree in Leadership in TVET and WFD at the University of the West Indies, Jamaica.

Nadine C Davis

Presentation: “Initiating Regional and International Collaboration to Engender Sustainable Investment in TVET”.

Nadine C. Davis is the Manager of the Budgets-Accounts, Facilities Management & Administration Unit, School of Education, the University of the West Indies, Mona with responsibility for financial management of the general operations and all special projects, conferences and consultancies with other universities and institutions. She is a member of the TVET Conference Planning committee and Chairperson of its Finance & Sponsorship Sub-Committee. A regular contributor to the Caribbean Centre for Educational Planning Newsletter she has written articles relating to budgeting and investment the most recent is, “Budgeting and Educational Planning: The Nexus”. She is completing research for the MSc. in International Public and Development Management, Department of Government, The UWI, on the drought effects of climate change on agriculture in a farming community in Jamaica to hypostatize climate change governance as the strategy.

Nathan Langaigne

Mr. Langaigne is an Assistant General Manager at the MIC Institute of Technology in the Training Division. Mr. Langaigne has accomplished his BSc. in Mechanical Engineering, Post Graduate Advanced Training in Manufacturing Engineering and a MA in Leadership in Tech Voc Education and Workforce Development from the University of the West Indies. He has gained a considerable amount of training and experience in Performance Management and Tech Voc training. His role in MIC-IT is geared towards the effective coordination of training and development programmes the institution delivers and also implements effective strategies and methods for enhancing the Division’s performance

Racquel Hogg

Pursuing a Masters of Arts Degree in Leadership in TVET and Workforce Development at UWI

It has always been Miss Racquel Hogg’s dream to become an educator. She enjoys the satisfaction of positively influencing minds and getting the best out of individuals. She has taught at the kindergarten, secondary and tertiary levels of the education system.

She earned her Diploma in Education (Computing and Religious Education) from the Mico Teachers’ College, her Bachelors in Education (Computing and Accounting) from the University of Technology and is currently pursuing a Masters of Arts Degree in Leadership in TVET and Workforce Development at UWI. She is the author of two books - Information Technology for the National Standards Curriculum – Grade 9 and Lesson Planning Manual for teachers.

Her philosophy “Whatever your hands find to do, do it with thy might”.

Richard L. Maughn

Chief Executive Officer and Secretary, Board of Industrial Training, Ministry of Labour

Mr. Richard L. Maughn is currently, the Chief Executive Officer and Secretary of the Board of Industrial Training, Ministry of Labour. He also serves as a member of the Guyana Skills Development and Employability Project (GSDEP) Steering Committee, Ministry of Education and as a Board Member of Guyana’s Council for Technical Vocational Education and Training (TVET). He is a training practitioner with twenty-four years of experience in TVET; having, worked as an Industrial Arts Teacher with the Ministry of Education and supervised the implementation of Governmental training programmes for youths in at-risk situations.

Yolanda Henry

An educator who holds a BA in Mass Communication and a MA in Counselling Psychology

Title of Presentation: Contact Tracing: An Emerging Occupation Ushered into Prominence by the COVID-19 Pandemic

Ms. Yolanda Henry is an educator who holds a BA in Mass Communication and a MA in Counselling Psychology. Recognising the importance of TVET in nation building, she is currently pursuing the PhD in Leadership in TVET and Workforce Development at the University of the West Indies. Ms. Henry has presented at conferences in the Caribbean, including those facilitated by the International Accredited Council of Trinidad and Tobago and the Community Colleges of Jamaica. She has presented before at the International Conference on TVET in the Caribbean.
